There is one reason: PAR is currently treated by Porsche as their top suspension technology and car differentiator, a unique feature giving experience available only in Porsche. This is why it has a price tag of 70k EUR. Base is fighting with more "volume" competitors - it has much more competetive price.Any technical reason PAR isn't available for the base model? Or is it just Porsche trying to sell more S and Turbo models if people want PAR?
Is PAR must have and cars w/out it are not Porsche? It depends on the buyer and his budget. IMO Cayenne will never reach 911 in handling because it's a SUV. I specified PAR for best comfort available. But I don't think is a feature you cannot leave without.
Battery is the same in all models, additional power consumed by PAR is minor comparing to additional power of Turbo (500+kW over base). I bet battery power delivery is not the case of limiting PAR availability to higher trims.
